Basic Qualifications
· Role requires approximately 50% travel.
· Masters degree in a technical or business discipline and significant consulting experience.
· A minimum of 20 years of experience in environmental, development, engineering, planning, architectural, management consulting or other related work.
· Solid working knowledge in one or more of these areas: climate science, GHG management, net zero planning, C-Suite service and general management consulting for sustainability, planning or design.
· Able to demonstrate experience capturing major programs and developing and managing winning proposals.
· Able to demonstrate proven leadership qualities including a self-directing work approach, high energy, and ability to function effectively in large complex organizations, have a strong track record of managing within budget allocations, strong marketing skills with ability to attract subordinates to the practice area.
· Able to demonstrate a desire to market effectively both new and existing clients, and be able to establish a solid working relationship with customers, technical staff, managers, subcontractors and peers.
Preferred Qualifications

Five to ten years of regulatory permitting and compliance experience in Texas, as a consultant or as environmental staff in industry (Chemical/Petrochemical sector preferred). The individual should have in depth experience with internal software development and concepts of SDLC and a solid understanding of Project Management disciplines (PMBOK). The ideal candidate uses innovation to achieve objectives and have exceptional (open) communication skills with an ability to reach both technical and non-technical audiences in a governmental environment. Our CIO must be able to lead multiple initiatives in parallel, including but not limited to, networks and voice communications, virtual server technologies, application development, disparate data sources, and a highly visible project portfolio. General knowledge, training, and or experience with Lean, Six Sigma, and Total Quality Management principles are a plus. The Lead Environmental Planner serves as the Airports Authority’s principal technical expert and advisor in environmental impact analysis, environmental permitting, environmental resource management, and National Environmental Policy Act (NEPA) documentation. The Lead Environmental Planner serves as project manager during a project’s planning and programming phases, and as a project team member through a project’s design, construction, activation and operation. The planner also serves as a member of a program management team that establishes and manages business processes and resources necessary for the Capital Construction Program (CCP) and the Capital, Operating and Maintenance Investment Program (COMIP). Scope of duties includes facilities and projects at Ronald Reagan Washington National Airport (DCA), Washington Dulles International Airport (IAD), along the Dulles Toll Road, along the Dulles Airport Access Road, and elements of the Dulles Rail Project as assigned.
Minimum Qualifications:
The successful candidate should have at least seven years of experience in transportation planning, preferably airport planning, as a technical expert and advisor in environmental impact analysis, environmental permitting, environmental resources management, and National Environmental Policy Act (NEPA) documentation. This expertise would include familiarity and application of environmental studies, ideally as required by the Federal Aviation Administration. The candidate would have project management experience with at least two successful assignments as Project Manager, and would have very good or excellent writing and speaking skills. To qualify candidate must have Bachelor’s degree in environmental engineering, environmental planning, environmental science, or civil engineering with an environmental emphasis, or in a directly related field. |
